Utah Boater Education Certificate: Requirements, Cost, and Age Limits (2026)
Utah requires PWC operators age 12 through 17 to hold a Boater Education Certificate; ages 12 through 15 also need onboard adult supervision. A separate annual AIS course applies to covered-vessel operators age 12 or older. An enacted combined motorboat and sailboat course takes effect January 1, 2027; it is not yet in force.

Why does Utah have two boating-course rules?
Utah’s current youth certificate is PWC-specific. An operator age 12 through 17 needs the Utah Boater Education Certificate to use a personal watercraft. Ages 12 through 15 also require direct onboard supervision by someone age 18 or older; ages 16 and 17 may operate without that supervision after completing the course. (Utah Code § 73-18-15.2)
That certificate is not currently required for a standard motorboat or sailboat. Utah separately regulates operators younger than 16: motorboat operation requires direct onboard adult supervision, and sailboat operation requires direct adult supervision. That is an operating-age rule, not another education certificate. (Utah Code § 73-18-15.2(1))
Who must take the annual mussel-aware course today?
The May 2026 statute requires a covered-vessel operator age 12 or older to complete the aquatic-invasive-species course once each calendar year. Proof expires after December 31 of the year taken. The same section expressly exempts an owner or operator of a nonmotorized vessel or inflatable motorboat. (Utah Code § 23A-10-304(3)(b), (4))
Utah Outdoor Recreation’s current summary page is broader: it says every resident and nonresident boater must take the annual course and specifically lists kayaks, canoes, and paddleboards. That conflicts with the newer statute’s age threshold and express nonmotorized exemption. This page follows the statutory scope, but you should confirm current launch-site enforcement with the agency while its two official sources disagree.
What changes on January 1, 2027?
Utah’s enacted change is printed in the current code but is not yet in force. Beginning January 1, 2027, it creates a combined annual watercraft operator safety course for motorboat and sailboat operators. The course includes aquatic-invasive-species material that fulfills the existing AIS-course requirement. The section does not say that requirement is repealed or replaced, and the combined course does not replace the separate youth PWC course. (Utah Code § 73-18-15.6)
That makes the distinction worth checking again before your next season. The PWC certificate, the current AIS course, and the incoming combined course have different scopes.
