Which boats trigger the certificate requirement?
Pennsylvania has two independent triggers for the same certificate. Every personal-watercraft operator needs a Boating Safety Education Certificate, regardless of birth date. For a motorboat other than a PWC, the rule applies only when the motor exceeds 25 horsepower and the operator was born on or after January 1, 1982. Age is a separate floor. No one age 11 or younger may operate a motorboat over 25 horsepower or any PWC, even after completing a course. Is this a Pennsylvania boating license?
The official name is the Pennsylvania Boating Safety Education Certificate, not a traditional operator’s license. PFBC describes it plainly as “like a license to drive a boat.” Once issued, it is good for life and has no renewal cycle. (30 Pa.C.S. § 5103(g))
Carry it aboard whenever one of the two triggers applies and show it to an officer on request. If you have a valid certificate but left it behind, the statute gives you seven days to produce the original before a summary proceeding may begin. Does an out-of-state certificate work in Pennsylvania?
Yes, if it meets Pennsylvania’s reciprocity rules. The state accepts a NASBLA-approved certificate issued by another state or province. A nonresident may also operate on a qualifying U.S. Coast Guard Auxiliary, U.S. Power Squadrons, or other PFBC-approved certificate without first converting it to a Pennsylvania card. Pennsylvania residents have a different process. If you completed an eligible Auxiliary, Power Squadron, or other NASBLA-approved course, submit PFBC’s current Application for Boating Safety Education Certificate with a copy of the course certificate and the $10 processing fee. PFBC says to allow three to four weeks. This conversion form is not the replacement-card process: ordinary duplicates now go through HuntFishPA.
