Why does Montana’s certificate rule last only two years?
Montana uses one of the narrowest operator-education windows in the country. The rule applies when you are 13 or 14, operating a motorboat or personal watercraft with a motor rated above 10 horsepower, and no qualifying adult is aboard. The horsepower line matters. The youth rule is written for motors rated at more than 10 horsepower. The certificate requirement described here does not apply to a boat at or below that threshold. It also does not become a lifetime mandate merely because you were subject to it at 13 or 14.
What can a 13- or 14-year-old use instead?
Montana provides three routes. You may carry a valid Montana Motorboat Operator’s Certificate, show that you completed another state or organization’s NASBLA-approved boating course, or operate with someone age 18 or older aboard. A child age 12 or younger has a different rule: an adult age 18 or older must be aboard before that child operates a motorboat or PWC over 10 horsepower. Completing a course early does not create a solo-operation exception for that age group. (Mont. Code Ann. § 23-2-523(10)(a))
Does Montana publish a certificate expiration term?
The current FWP education page and operator statute reviewed for this page do not publish an expiration or renewal term. This page therefore does not claim lifetime validity. The requirement itself ends at 15; that age cutoff is different from the credential’s validity. If an organization asks for proof from an older course, confirm acceptance with FWP before relying on it.
